About the EPC-L Scheme

The Energy Performance Certificate (EPC-L) Scheme is Lebanon’s national framework for assessing, rating, and certifying the energy performance of buildings. Implemented by the Lebanese Center for Energy Conservation (LCEC), the scheme promotes transparency, compliance with best practices, and the adoption of energy-efficient measures across the building sector.

What is an EPC?

An Energy Performance Certificate (EPC) is an official document that reflects the energy performance of a building or building unit based on a standardized calculation methodology. The EPC classifies a building on a performance scale (e.g., Class A to Class G) derived from its final energy consumption in kWh/m²/year.

The EPC allows building owners, buyers, tenants, and developers to understand a building’s energy efficiency level and identify potential improvements.

The EPC Scheme supports several national priorities:

  • Supporting green finance and energy-efficient construction

  • Providing reliable data for policymaking and national energy planning

  • Enhancing transparency in the real estate market

Key Actors in the EPC-L Scheme

 

 

Key Player Role and Responsibilities
EPC Expert

- Certified professional accredited by LCEC.

- Collects all required building data.

- Performs the energy performance assessment using the BEP Tool.

- Prepares and submits the application for both Preliminary and Final EPCs. - Addresses auditor comments and resubmits when needed.

EPC Auditor

- Technical reviewer accredited by LCEC.

- Verifies the accuracy, completeness, and compliance of EPC submissions.

- Reviews and validates calculations and documents on the BEP Tool.

- Can request clarifications or revisions (up to 3 rounds).

EPC Scheme Operator

- National entity managing the overall EPC Scheme.

- Maintains and updates the BEP Tool.

- Accredits and lists EPC Experts and Auditors.

- Ensures procedural compliance, quality control, and final validation of EPCs.

- In Lebanon, this role is coordinated by LCEC.

EPC Types

Process

Preliminary EPC

Issued at the design or planning stage, based on proposed architectural and mechanical systems. Useful for:

  • Permitting

  • Design optimization

  • Accessing incentives

Final EPC

Issued after construction, based on as-built conditions.
It is the official and legally valid certificate of a building’s energy performance.

Applying for an EPChow to apply

The EPC application process includes:

  1. Engaging a certified EPC Expert

  2. Submitting an EPC Project Submission Form to the  Scheme Operator

  3. Assignment of an EPC Auditor through a transparent bidding process

  4. Payment of fees (Scheme Operator + EPC Auditor)

  5. Submission of EPC application via the BEP Tool

  6. Auditor review and revision rounds (up to three)

  7. Scheme Operator final validation

  8. Issuance of Preliminary or Final EPC
