The Lebanon Grand Energy Event 2025 (LGEE 2025), organized by the Lebanon Committee of the World Energy Council (WEC Lebanon) and supported by the Lebanese Center for Energy Conservation (LCEC), took place from September 24 to 26, 2025, at the Metropolitan Palace Hotel in Beirut.
Under the theme “The Quandary of a Rising Sun: Working Today, Preparing Tomorrow,” the event brought together over 300 participants from 40 countries, including government officials, private-sector leaders, international organizations, and academic experts.
LGEE 2025 served as a unique regional platform for dialogue and cooperation on renewable energy, energy efficiency, climate resilience, and sustainable development, reaffirming Lebanon’s position as a hub for strategic energy discussions in the MENA region.
Highlights and Strategic Announcements
The opening ceremony, inaugurated by H.E. Mr. Joe Saddi, Minister of Energy and Water, featured keynote interventions from Mr. Pierre El Khoury (WEC Lebanon), Mr. Ahmed Aldosari (RCREEE / Kuwait), Dr. Francesco La Camera (IRENA), and MP Sajih Attiyeh, President of the Energy Committee at the Lebanese Parliament.
The Minister’s participation marked two landmark milestones for Lebanon’s energy sector:
Appointment of the Electricity Regulatory Authority (ERA): A historic reform introducing transparency, independence, and market regulation to Lebanon’s power sector.
Signing of three Solar Power Purchase Agreements (PPAs): Concluded with Merit Invest SAL (CMA CGM Group) for a total of 45 MW of solar capacity, reaffirming investor confidence in Lebanon’s renewable energy market.
In parallel, the Minister met with 11 solar developers to review project progress and address implementation challenges through public-private coordination.
The event also witnessed the official launch of Lebanon’s National Renewable Energy Action Plan (NREAP 2025–2030), presented by Dr. Joseph Al Assad (LCEC) in partnership with the Embassy of the United Kingdom in Beirut

Conference Program and Sessions
Over three days, LGEE 2025 featured a rich mix of plenary sessions, technical workshops, and fireside chats on key themes:
Day 1: Regional dialogues on solar micro-grids, energy financing, and carbon markets; and a stakeholder workshop co-hosted with the Ministry of Environment on Lebanon’s readiness for Article 6 carbon mechanisms.
Day 2: Sessions on the oil and gas sector, E-mobility, RCREEE Board of Trustees Meeting, and bilateral cooperation with Cyprus and Italy; the LCEC also introduced the Italian Energy-Efficient Home Appliances Program and the Cool Up Programme on sustainable cooling.
Day 3: Panels on climate change and the Ministry of Environment’s role, a discussion on Law 462/2002 with former ministers Dr. Walid Fayad and Mr. Nicolas Nahas, and a session introducing a new solar installation oversight mechanism developed by the Order of Engineers and Architects in coordination with LCEC.
Another highlight, “Tripling Renewable Energy and Doubling Energy Efficiency: Achievability of Global Targets,” opened with a keynote by H.E. Mr. Muhammad Nour Rahman Sheikh, Ambassador of India to Lebanon, and featured experts from IRENA, RCREEE, and MED-GEM discussing green hydrogen and regional collaboration for 2030 targets.
